Another odd not very common error.

I'd start by doing the usual, check to make sure no other problems are using the modem, if so close them, and/or reboot.

There is an outside chance that you might have the wrong modem listed in dialup networking connectoid.

You could try uninstalling and reinstalling Dial Up Networking...
